Open the sheet in Google Sheets (I find it easiest to use)
Then, remove the two 'data' columns and arrange your columns so they look like this:

(Ideally having Category and Title together)

Then, click to select the entire sheet.
After, click Data > Sort Range

Then, click to use the data as header row (this'll make it easy to identify the columns)

Next, Sort by Category A-Z
Then add another 'Sort By'
After, sort by Title A-Z
Finally, Sort...

and Voila!!
