When Capturing a payment from the billing tab, the person paying the fees will be determined by the Payment Policy on the project. You can choose to pass either Credit Card and ACH fees, either, or none. 

<br>If you're passing fees on the payment policy, it'll pass fees in Capture, and vice versa
