Here's when you'd want to 'Close' the fulfillment status, and when you'd want to 'Archive' the project.

The fulfillment status is intended to mark when you’re finished checking items back in, or to signal no further action is required in terms of item movement.
Archiving the project is to signal the project is complete overall.

As you can imagine, you may have a project that you’ve completed item movement on (closed fulfillment), but you’re still waiting on payments (un-archived project).
